The Teenage Mutant Ninja Turtles (Movie) game takes place in New York City. Four turtles - Leonardo, Michelangelo, Donatello, and Raphael - are ambushed by Foot Soldiers who have created a Mutagen bomb to mutate the city. The turtles stop this plot, but soon find themselves on high alert as April O'Neil is kidnapped by Shredder, who demands Splinter's life in exchange for her safe return.

As a 3D brawler game, Teenage Mutant Ninja Turtles (Movie) features a mix of classic side views and other perspectives. Each turtle has a unique attack, and all four are present on the screen at all times. In co-op mode, AI controls the other turtles, while in single-player mode, players can switch between the characters freely. The game also allows for upgrades using points earned by defeating enemies and breaking items. Players can increase their health by consuming pizza and other food items found throughout the levels.
