About

Tom Create developed several licensed titles for 8-bit and 16-bit consoles, including Kingyo Chuuihou! Wapiko no Waku Waku Stamp Rally and Pingu: Sekai de Ichiban Genki na Penguin. They worked on notable franchise games such as Mighty Morphin Power Rangers for the Game Boy and Sailor Moon Welcome Nakayoshi Park. The studio also developed the Magical Taluluto-kun game series and Super Bikkuriman during the Super Famicom era.
Established in Tokyo, the developer specialized in adapting popular anime and manga properties into interactive entertainment. Within the Bishoujo Senshi Sailor Moon S franchise, the studio focused on creating accessible, family-friendly experiences that captured the aesthetic of the shojo manga. Their design philosophy for these licensed properties emphasized colorful graphics and mini-game-driven gameplay, which was also evident in their work on the Gegege no Kitarou series.
For the Mighty Morphin Power Rangers franchise, the developer adapted the Western tokusatsu phenomenon into portable action games, translating the martial arts and giant robot battles into side-scrolling formats.
In the early 1990s, the studio produced Magical Taluluto Kun: Raiba Zone Panic (1992) and its sequel Magical Taluluto Kun 2 - Raiba Zone Panic (1992). These titles, alongside their contributions to major media franchises, established the company as a reliable partner for publishers like Bandai, helping to define the landscape of character-based video games during this period.
