Seibu Kaihatsu Inc. is a Japanese video game developer established in 1982. The studio is highly regarded for creating the seminal shoot 'em up Raiden, as well as action titles such as Dynamite Duke, Dead Angle, and Magical Kid Wiz.
Initially operating under the name Seibu Denshi, the company transitioned from early arcade efforts to define itself through intense action and shooting gameplay. The release of
Magical Kid Wiz (1986) showcased their early platforming design, which soon evolved into more sophisticated, perspective-shifting action titles.
By the late 1980s, the developer pioneered over-the-shoulder cab shooters with
Dead Angle (1989) and the sci-fi action game
Dynamite Duke (1989). The latter received widespread distribution, leading to home console ports including a Sega Mega Drive version of
Dynamite Duke (1990) and a Master System adaptation of
Dynamite Duke (1990).
The studio's global breakthrough came with the vertical-scrolling shooter
Raiden (1991), which became a massive arcade success and spawned a legendary franchise. This landmark title was ported to numerous home systems, including a notable PC Engine release of
Raiden (1991). The series continued to define the developer's output, culminating in enhanced iterations like
Raiden (1994) for the Atari Jaguar, cementing the franchise's legacy as a cornerstone of the shoot 'em up genre.
