About

Teitoku no Ketsudan is a strategic simulation franchise developed by Koei that depicts the naval conflicts of World War II. The series includes the original Teitoku no Ketsudan (1991/1992), Teitoku no Ketsudan II (1995/1996), and Teitoku no Ketsudan III (1997). Players assume command of either the Allied forces or the Imperial Japanese Navy to manage resources, plan campaigns, and engage in tactical naval battles.

Known internationally as P.T.O., the franchise debuted with Teitoku no Ketsudan (1991) on Japanese personal computers, followed by console ports of Teitoku no Ketsudan (1992) for the Super Famicom and Mega Drive. These early releases established a dual-phase gameplay loop, dividing player actions between long-term strategic planning and direct tactical engagements.

The sequel, Teitoku no Ketsudan II (1995), arrived on the PC-9801 before receiving console adaptations as Teitoku no Ketsudan II (1996) for the PlayStation, Sega Saturn, and Super Famicom. This installment refined the diplomatic and espionage mechanics, allowing players to negotiate with neutral nations and fund covert operations.

With Teitoku no Ketsudan III (1997), released for Windows and subsequently ported to consoles as Teitoku no Ketsudan III (1997), the series transitioned to semi-real-time tactical combat, moving away from the strictly turn-based encounters of its predecessors.

Due to its sensitive historical subject matter, the franchise generated significant political controversy in East Asia, particularly regarding the portrayal of military conflicts. This scrutiny heavily influenced Koei's localization strategies and regional distribution decisions throughout the 1990s.
