Papers Please is a simulation game based on the life of an immigration inspector in the fictional communist state of Arztoska . The game is set after the conclusion of a six year war with neighboring Kolechia , which has left the city of Greznin split between the two countries. The player takes on the role of being selected for border duty in Arztoska's monthly labor lottery, relocating to the city of Greznin with their family.
Gameplay involves checking the documents of people wishing to cross the border. Initially, this task focuses on ensuring that documents are not expired or that cities and countries listed are real. However, as events like deteriorating relations with neighboring powers and terrorist attacks on the border occur, the D.O.I. (Department of Immigration) require documents to become more complicated. The player must juggle checking, crosschecking, and rechecking supplemental IDs, work permits, vaccination records, and more. Complications can arise from simple misspellings to changing heights or circumstances that require strip searches.
In addition to making decisions based on the information in the documents, the player will be offered bribes, pleaded with, and threatened by applicants. Moral choices may come into play regarding who to allow or deny entry. The player is rewarded for each applicant processed with a bonus on their paycheck at the end of the day. However, mistakes, such as allowing an applicant with clear documents to enter or sending away one that was supposed to pass, will result in warnings and penalties on the immigration inspector's paycheck.
At the end of the day, the player must use their meager salary to cover expenses for their family, including heat, food, and medicine. Keeping the family alive becomes a crucial aspect of the game, as it can be ended if all members die. Arztoska requires public servants to have large families, seen as a sign of patriotism.
The player interacts with characters that are either randomly generated or have specific story arcs, including The Order of the EZIC Star, a group bent on regime change. This group will send a hooded messenger with commands for the immigration inspector or may request them to kill. With over thirty in-game days and twenty endings, the player's choices can lead to various outcomes, including imprisonment, becoming a loyal member of the bureaucracy, or even death.
