The game follows a character waiting at an airport to fly to the island of O'ahu in Hawaii. The player can choose from several characters, both male and female, but they do not have different statistics. The focus is on the licensed cars, which also vary in their statistics.
The whole island is accessible from the start, and after buying a first home and car, players can explore, look for events, or jump into races, car dealerships, or other locations. The game features over 125 different cars and motorcycles to choose from, with realistic characteristics such as speed and handling.
Players start with $200,000 and must earn more to buy new homes, cars, and outfits for their avatar. The money can be used to tune cars and buy new clothes. The game has a strong online mode, where players can connect to the official server using GameSpy accounts.
The online mode offers features such as a meeting lounge to view other players' statistics and looks, player-created matches, and the ability to create custom races with defined start and finish points, car types, and participants. The game also has a single-player mode where AI takes control of empty slots in multiplayer races.
The PSP and PS2 versions have lower visual quality and fewer features compared to the Xbox 360 version, but they still include some features not available on other platforms, such as Master Points and Auto GPS.
