Tropico 3 is set during the time-period of 1950-2000 , where the player takes control over a banana republic in the Caribbean. The goal is to build a booming economy, keep inhabitants happy, and maintain good relations with the USA and USSR.
The city is built by the player, including apartment buildings and streets. Various buildings have different requirements for function, such as roads or electricity. To construct these buildings, the player needs money, which can be earned through foreign aid, export goods, tourist revenue, and tax collection from citizens. The cost of everything in the game is determined by the player, and they must also hire experts from overseas to boost their island's economy.
Each citizen has their own name, relationships, desires, and political affiliations, making them a unique entity with their own wants and needs. Persuading citizens through meeting their desires or using bribery and intimidation can influence their behavior. The game features an automatic battle system that kicks in if all else fails, and the player's goal is to maintain control until either they lose re-election or their island is invaded by rebels.
The game includes a 3D-avatar of the player character, which can be used to boost production speed and increase freedom for citizens. The avatar also holds speeches in the palace to improve relationships with inhabitants.
The game features an editor that allows players to create custom challenges with unique goals, events, and difficulty settings. These challenges can be uploaded to the Tropico 3 -server, where other players can try to beat their high scores on specific maps.
The Steam edition includes additional content compared to the GOG.com release of the Tropico 3: Gold Edition , including two new maps for sandbox mode and two new costumes for the El Presidente avatar editor.
