Tropico 3 is set in the Caribbean from 1950 to 2000, allowing players to control a banana republic and guide it through its term in office. The player must build a thriving economy, keep citizens happy, and maintain relationships with superpowers like the USA and USSR.
The city's layout is entirely up to the player, including apartment buildings, streets, and infrastructure such as farms, roads, and electricity. Buildings have different requirements for function, and money is earned through various means, including foreign aid, export goods, tourism, and employing overseas workers. The player must balance their own people's needs with the demands of other groups, like the Nationalists.
Each citizen is an individual with unique characteristics, wants, and desires. Persuading citizens to follow orders or meet their needs requires negotiation, bribery, or even violence. The game features a dynamic campaign with objectives like attracting tourists, and the player's actions can have far-reaching consequences.
A new 3D engine and avatar feature provide improved graphics and gameplay mechanics. The player's avatar can be used to boost production and building speed, while also holding speeches in the palace to increase freedom for citizens.
The game includes an editor that allows players to create custom challenges with unique goals, events, and difficulty settings. These challenges can be uploaded to the Tropico 3 server, where others can compete to achieve high scores.
Tropico 3 for Xbox 360 features a range of additional content on its Steam edition, including two new maps for sandbox mode and two exclusive costumes and accessories for the El Presidente avatar editor.
The game was released on November 13th, 2009 .
