Cartoon Network Racing is a kart racer where players race one of several characters from various Cartoon Network shows, such as Johnny Bravo, Dexter's Lab, and The Powerpuff Girls, among others. The objective is to cross the finish line first by using weapons and power-ups to outmaneuver opponents.

The game features dual riders, similar to Mario Kart Double Dash , where one player drives the kart while another player uses various weapons from a separate vehicle. Each karts have different stats, as do their co-drivers, who possess unique "toon powers".

Game modes include tournament mode, battle mode, and elimination races, with tournament unlocking new drivers and courses. The game also includes full episodes of the respective shows as bonuses. Players can compete in 2-player multiplayer.
