Hidden Agenda is a detective mystery thriller following two protagonists; Becky Marney, a police officer who after capturing the infamous Trapper serial killer gets promoted to a homicide detective, and Felicity Graves, district attorney who convicted the Trapper. Five years have passed since Finn was caught and accused of the series murders, and his admitting to crimes didn't play in his favor. Finn is about to be executed in a couple of days and Felicity goes in for a talk with him only to find herself questioning if he is the real killer. The game's story takes a turn based entirely on player's choices, leading to multiple possible outcomes. The story mode is suitable for single players who can determine the narration by making choices for Becky and Felicity. Game pauses and resumes via smartphone app, with new characters, ripple effects, and plot progress marked in the app.
Gameplay involves interaction with the game story through various methods, including choice of action or answer, clue searching scenes, quick-time events, and shooting at the screen. The player can also choose to do nothing, which may be a good option depending on the situation. Key choices are called ripple effects, and their impact is marked in the smartphone app.
The game has three chapters overall, with new ripple effects displayed between each chapter. The game requires both PS4 device and a smartphone to be on the same wi-fi network. In competitive mode, players have their own hidden agendas, adding an extra layer of strategy to the game.
