Rogue Warrior is set in North Korea and the UdSSR in 1986, where Richard Marcinko, a former US Navy SEALs member, must retrieve intelligence on ballistic missile launchers. In this role, the player faces off against real-world terrorists and uncovers a larger threat to the US.
The game is a first-person-shooter with stealth elements, allowing players to approach levels in different ways. The player can choose to sneak through, using brutal kill moves or silenced pistols, or run in guns blazing with various real-world weaponry. However, this approach isn't always recommended, as even the protagonist isn't invulnerable.
The game features a 3rd-person shoulder-view mode, which enables players to take cover behind objects and engage targets without taking damage. The game also includes a multiplayer mode for up to eight players in Deathmatch or Team-Deathmatch modes on maps inspired by the single-player campaign.
