The story revolves around Tanner, who takes on the role of an undercover wheelman for a crime syndicate. The player's objective is to help break open a major case while navigating through various challenges and obstacles in four cities: Miami, San Francisco, Los Angeles, and New York.

The gameplay provides a high level of freedom to explore the streets of each city, allowing players to cut through alleyways or drive across sidewalks and parks. The game also features a diverse range of vehicles and various driving maneuvers, such as donuts and 180 spins. Players can participate in multiple game modes, including Practice, Carnage, Dirt Track, Pursuit, Survival, Lose the Cop, and Drive About.

The game's Director mode also allows players to record and edit custom replay files, complete with camera placement for capturing the best moments.
