Saints Row IV continues the story of its predecessor, where the protagonist becomes the President of the USA after the events of Saints Row: The Third. During a press conference, aliens attack the White House, kidnap the Saints and trap each in their personal, indefinitely looping nightmare. Fortunately, Kinzie, the group's hacker, rescues the protagonist and together they flee into a space ship with the goal to rescue the rest of the gang.
The game is set in an open world simulation of Steelport, where the majority of the time is spent exploring the city. The character creation allows players to customize their protagonist's look and choose from seven voices, including Nolan North. Players can use superpowers such as super jump, fast running or telekinesis to help with movement and combat.
The gameplay involves over-the-top action and humour, with a mix of third-person fights, melee and ranged weapons. The player can also hijack and use cars, but the powers make driving practically unnecessary. Side activities are available throughout the game world, which can be activated in certain points to earn rewards and ratings.
Mini games have been introduced, but only for team members' side quests. These mini games require precision and skill, such as solving a running course or jumping on platforms. The main storyline features varied missions that involve combat and exploration, parodying other genres like side-scrolling brawlers or top-down shooters.
The game's simulation allows players to visit the alien ship without superpowers, using a mech instead. The real world plays a minor role in the game, with the simulation serving as the main setting for missions and activities. Players can collect rewards such as experience points and cache, which can be used to unlock upgrades and purchases.
Progressing through the game unlocks new super powers, which can also be upgraded. The player must collect small glowing balls scattered throughout the city to upgrade their powers. The mobile phone is used to request unlocked cars and homie helpers, among other features.
The game offers multiplayer options, including co-op during the campaign and competitive activities.
