The game features 40 sports and muscle cars, and 20 tracks set in locations around the world, including London, Paris, Egypt, Hong Kong, Maui, Rome, Ireland, Tahoe, England, and the Caribbean. The environment is richly detailed, with sounds that add to the immersive experience. Players can also break objects, avoid obstacles, and find shortcuts to shave seconds off their times.

Police are on high alert in this game, thanks to an advanced "All-Units" AI system that allows them to work together to take down players. The economic racing system adds a new layer of strategy, as players must purchase, upgrade, and stockpile cars for their custom garage. High-impact collisions and unpredictable cross traffic make for intense racing action, while split-screen head-to-head racing allows friends to compete against each other on the PlayStation or Dreamcast.
