The world of soccer has fallen into chaos. Attendances are dwindling, hooliganism is on the rise, and the authorities have been forced to intervene. To boost fan interest, players are now allowed to win by any means necessary, including fighting and using weapons. Eight countries with seven players compete in a global league, each determined to emerge as the best. The two stadiums used for the tournament are an astro-turf pitch in Japan and a metallic surface in San Francisco.
Soccer Brawl is a unique take on the soccer genre. Players can use the joystick to control their teammates, while one button allows them to pass or head the metal nuclear powered sphere , the new ball used in the tournament. Another button lets players punch an opponent or shoot the ball, with the length of time held down determining the power of the shot.
