Moto Racer is an arcade-style motorcycle racing game that offers both superbike and motocross events. The game features various modes, including Practice, Time Attack, Single Races against computer-controlled opponents, and a Championship Circuit. Players can also engage in network or Internet play with up to 8 players.

As players progress through the game, winning the championship unlocks additional courses, including road and dirt tracks, as well as new game options like Reverse and Pocket Bike. In Reverse mode, the tracks are raced in the opposite direction, while in Pocket Bike mode, every racer is given a miniature version of their motorcycle.

A free track add-on extends the game with an additional course for sportbikes and dirtbikes each, providing more challenges and excitement to players.
