Electroc corp has created a Supervisor Droid, which can take on any form and access any database. However, an EGO virus infects the droid's self-awareness, causing it to consider its own needs above those of the company. This leads to the other robots in the plant being infected, declaring themselves leader. To stop them, a top-secret Cyborg is sent into the plant.

Rise of the Robots is a versus fighting game where the player controls the ECO32-5 Cyborg and fights against all the other robots until it meets the Supervisor Droid. The controls use three buttons for punches, three buttons for kicks, jumping, moving, crouching, and blocking performed with the directional pad. The Cyborg has two super moves: Turbo Head Butt and Shoulder Barge. Players can choose difficulty, number of rounds, time limit, and turn off super moves.

The game features three modes: mission, where players fight each robot in a set order; training, where players can fight any robot in any order; and two-player versus mode, absent in the Game Gear version. The AI system reacts to the player's style, 3D rendered cutscenes, and the title song was composed by Brian May.
